Due to a misunderstanding of the draft Agreement the stamps were printed with as value equal to the Royal Mail first class rate of 26p, some of which were cancelled on envelopes for publicty purposes. The remaining stamps were overprinted with the correct railway letter rate of 25p and the text "RAILWAY LETTER".
